Przedstawiam sie. Jest to moj pierwszy tutaj watek. Mysle ze ponizsza notatka (niestety po angielsku) ktora niedawno napisalem, zainteresuje niektorych czytelnikow kopalni wiedzy. Wdzieczny bede komus kto zechce ja tutaj przetlumaczyc.

Zauwaz ze jest to opis uproszczony. Czesto sporzadzam tego rodzaju notatki gdy ucze sie czegos nowego. Daleko mi do bycia znawca szczegulow amerykanskiego systemu wyborczego.

Electing the US president: how to.

To simplify the matter, assume there are only 7 states, and that the results of an election are:

State A ==> 22 million voted for X and 3 million voted for Y.

State B ==> 4 million voted for X and 5 million voted for Y.

State C ==> 9 million voted for X and 13 million voted for Y.

State D ==> 12 million voted for X and 3 million voted for Y.

State E ==> 8 million voted for X and 23 million voted for Y.

State F ==> 2 million voted for X and 3 million voted for Y.

State G ==> 11 million voted for X and 8 million voted for Y.

Who would become president? According to the System 1 called "popular vote," which is not used in the US, X would become a president. But according to the System 2, called "electoral college," used in the US, Y becomes a president.

Let me explain this. The above table shows that 22+4+9+12+8+2+11=68 million people voted for X while 3+5+13+3+23+3+8 =58 million people voted for Y. Why would X become the president if System 1 was used? Because s/he received more individual votes than the opponent. The election rule of System 1 is very simple-- a person receiving more individual votes is elected.

The rule of System 2 is different. Suppose that:

State A is allocated 5 electoral votes (based on the population of that state).

State B is allocated 4 electoral votes (based on the population of that state).

State C is allocated 9 electoral votes (based on the population of that state).

State D is allocated 6 electoral votes (based on the population of that state).

State E is allocated 14 electoral votes (based on the population of that state).

State F is allocated 6 electoral votes (based on the population of that state).

State G is allocated 21 electoral votes (based on the population of that state).

According to the rule of that system, all 5 electoral votes of State A, would be allocated to X. Why is it so? Because in that state the majority of people (22 million versus 3 million--see above) voted for X. In State B, on the other hand, the majority of people (5 million versus 4 million--see above) voted for Y. Because of this, all 4 electoral votes, allocated to State B, would go to Y. By the same logic, all electoral votes allocated to State C would go to Y, all electoral votes allocated to state D go to X, etc. Please verify that the total of electoral votes, received by X and Y from all seven states, would be 28 and 37, respectively. That is why Y would become the winner, in this hypothetical situation.
